The Sarkaria Commission, formed by the Ministry of Home Affairs on June 9, 1983, under R.S. Sarkaria, B. Sivaraman, and S.R. Sen, aimed to enhance economic and social development through constitutional frameworks. The inter-state council covered 59 recommendations of the Sarkaria Commission, which touched upon the role of the governors, legislative relations, intergovernmental board, mines and minerals, all-India services, mass media, and languages. "The Commission will examine and review the working of the existing arrangements between the Union and States in regard to powers, functions and responsibilities in all spheres and recommend such changes or other measures as may be appropriate." The Sarkaria Commission, formally known as the "Commission on Centre-State Relations," was a commission established by the Government of India. It was set up to examine and recommend changes to the distribution of powers and responsibilities between the central government and state governments.
