They are a bit tricky to fit, you stretch them over a wheel and then they fit into the traction tyre groove on a driving wheel. I guess normal traction tyres are also cut from rubber tubes. The extra traction I presume is due to the rubber being stretched so much that it's "pores" are opened so a rough-ish surface is in contact with rails.
